Transfer of large number of APWD employees to PRIs

Sir,

It has been reported to this Association that a large number of workers and employees of APWD have been transferred and posted to Zilla Parishads. The workers and employees have been stand relieved of their duties on the same day of issuing the order. This has created inconvenience and hardship for these workers and employees, as they never experienced such a transfer in the past.

The above transfers were made hurriedly in the midst of general elections and in brazen violation of Model Code of Conduct. The devolution of powers and deployment of staff to PRIs were lingering over the years and the Administration made little effort to resolve the issue. Even our suggestion for deployment of staff (we are sending a separate letter to you on this subject) have not been considered by the Administration. We feel that piece meal transfer of employees to PRIs will not serve any purpose, rather it will complicate the issue. Before taking a final decision and completing the formalities for such re-deployment/ transfer of staff, any hasty decision on the part of a particular department to transfer such a large number of employees to PRIs need to be reconsidered.

I would, therefore, request you kindly instruct the authorities in the APWD to keep in abeyance all the transfer orders of workers and employees to PRIs till the modalities for deployment of staff to PRIs are completed after taking into consideration the views of Service Associations and unions.
