Govt. of India accords approval for creation of 150 posts of teachers


The  Non-Gazetted Govt. Officers’ Association, Andaman and Nicobar Islands  appreciates the decision of the  Ministry of Finance, Govt of India to accord  its approval  for  creation of  150 posts of  teachers of different categories under the Education Department of Andaman and Nicobar Islands. The Andaman and Nicobar Administration had approached the Govt. of India for getting its approval for creation of 193 posts of different categories of posts in the Education Department as there was shortage of  teachers in various schools  particularly at outstations consequent upon the upgradation of various schools and opening of new schools during the last ten years. The issue was pending with the Ministry of Finance and Ministry of Human Resource Development during the last   4 – 5 years.  The Non-Gazetted Govt. Officers’ Association was also pursuing this matter with the Govt. of India and A & N Administration.   During his  visit to  Delhi in the second week of  January, 2014, Shri D. Ayyappan, General Secretary of the Association  had personally met  Shri Ratan P. Watal, Secretary (Expenditure) in the Ministry of Finance on 13th January, 2014 and  urged him to accord the approval for  creation of the  193 posts  of teachers  for the Education Department, the proposal  of which was already pending in the Department of Expenditure.   The Secretary (Expdr) had assured Shri D. Ayyappan that a decision will be taken on the matter without any delay.   The Association feels that with the creation of 150 more posts of teachers,   the quality of education in the rural areas of these islands will further improve.  The Association also expresses its gratitude to Shri D.N. Singh, Secretary-cum-Director of Education, A & N Administration who had shown keen interest to pursue this matter with the Govt. of India.

Confederation Organises Mass Dharna at Jantar Mantar


A Mass Dharna was organized  at Jantar Mantar (Parliament Street), New Delhi today (24.02.2014) by the Confederation of Central Govt. Employees & Workers, New Delhi to protest against the negative attitude of the UPA Govt. and Finance Minister Shri P. Chidambaram towards the 15 point charter of demands of the Central Government Employees, including DA merger, Interim Relief, inclusion of Gramin Dak Sevaks under 7th CPC, date of effect  of 7th Central Pay Commission recommendations from 01.01.2014,  etc.  National level leaders of the Confederation participated in the Mass Dharna.  The Mass Dharna was conducted as it was found that even in the Budget (Vote on account) presented by the Finance Minister in Parliament there is no mention about any of the demands of the central government employees.   The Confederation has already decided to intensify the struggles after the general elections on the 15-point charter of demands.        

Team of leaders visit North and Middle Andaman


          A team of leaders of the Non-Gazetted Govt. Officers’ Association undertook a visit to North and Middle Andaman District from 20th to 23rd February, 2014.  The team which comprised Shri Sadanand Rai, President, Shri D. Ayyappan, General Secretary and Shri TS Sreekumar, Assistant General Secretary, visited Diglipur, Mayabunder,  Billiground and Rangat and addressed a series of meetings of government employees in those areas.   Addressing these meetings, Shri Sadanand Rai, President exhorted the employees to strengthen the Non-Gazetted Govt. Officers’ Association to fight for achieving various pending demands and also to protect the benefits already achieved through agitations over the years.  Addressing the employees in  these meetings, Shri D. Ayyappan, General Secretary  came down  heavily on the central government  for  not conceding various genuine and rightful demands of the  central government employees like (1) merger of 50%of  DA with pay which was due from 1.1.2011, (ii) declaring Interim Relief (3) removal of  ban on creation of posts and recruitment, etc.   He said that the Interim Budget presented in the Lok Sabha by the Union Finance Minister did not indicate any of the issues relating to the government employees.   Shri TS Sreekumar, Asst. General Secretary, while addressing these meetings, explained the steps taken by the Association to resolve various demands of the teachers of the Education Department.   Government employees in all the above areas brought to the notice of the leaders the difficulties being faced by them in their respective areas and sought their help to resolve it.   Shri D. Ayyappan, General Secretary assured the employees that their grievances will be brought to the notice of the authorities concerned.

7th CPC Terms of Reference

It is informed that DOP&T has finalized the terms of reference of Seventh Central Pay Commission and submitted to Cabinet for approval. Details of the terms of reference finalized by DOP&T is not disclosed to the staff side. Details will be known only after the Cabinet meeting which is likely to be held today evening or tomorrow. (Date of Cabinet Meeting not confirmed)

Sub: Merger of 50% DA with Pay and grant of Interim Relief.
NFIR has been writing to the Government of India (including Prime Minister, Finance Minister etc) for merger of 50% DA with pay through its letters dated 10/01/2013, 05/08/2013, 27/09/2013. Also in its 27th National Convention held at Visakhapatnam from 10th  to 12th December, 2013, the Federation had passed a resolution demanding merger of 50% DA with Pay and grant of interim relief to employees of Central Government including Railway employees.

NFIR feels happy to convey that the Central Government has conceded the demand of the employees raised by the Federation. 
Union Cabinet is likely to consider the issues to day for taking final decision. Federation will advise decision when taken by the Government. Federation expects that there may be Good News for all Central Government employees very soon.

Seminar on '“Transparent & Corruption-free Administration”






As part of the on-going Diamond Jubilee Celebration of the Non-Gazetted Govt. Officers’ Association, a Seminar on “Transparent & Corruption-free Administration” was organized at 5.30 p.m. today (2nd February, 2014) at Crusade House, Phoenix Bay, Port Blair.   Shri TN Krishnamoorthi, Deputy Chief Engineer, Andaman Lakshadweep Harbour Works who was the chief guest on the occasion, while addressing the gathering   said that transparency in the system will lead to minimizing the corruption in government.   Elaborately explaining the different angles of the implementation of  Right to Information Act, 2005,  Shri Krishnamoorthy said that government employees  should  work with sincerity and honesty in order to serve the people in a better manner and to implement various welfare measures of the government.   He called upon the government employees to be more vigilant while performing their duties.  Speaking on the occasion, Shri D. Ayyappan, General Secretary, Non-Gazetted Govt. Officers’ Association, who conducted the proceedings of the Seminar, explained in brief the various legislations enacted in the country before and after the independence, to contain corruption in government.  He said that despite such strict penal provisions in the laws, particularly in the Prevention of Corruption Act, 1988, corruption in the country is growing in all spheres of life.    Shri TS Sreekumar, Secretary, Diamond Jubilee Celebration Committee welcomed the Chief Guest and others while Shri Sadanand Rai, President of the Association proposed vote of thanks. A large number of Office bearers and members of the Association attended the Seminar.
