 Common Demands

Urgent measures for containing price rise; Contain un-employment by employment generation; Strict implementation of Labour Laws; Stoppage of disinvestment and Contractorisation; No FDI in Railways, Defence etc.

Demands of Central Govt. employees

1.   Avoid delay in implementing assurance given by Group of Ministers to NJCA on 30^th June, 2016, especially increase in   minimum pay and fitment formula.

2.     Continuation of all advances and allowances in existing rate.

3.      Scrap PFRDA Act and National Pension Scheme (NPS).

4.      No privatization, outsourcing, contractorisation  of Govt. Functions.

5.    Filling up of all vacant posts by special recruitment. Lift ban on creation of new posts.

6.      Remove ceiling on compassionate appointment.

7.   Extend the benefit of Bonus Act Amendment, 2015 by enhancement of  ad-hoc bonus/PLB to  Rs. 7000/- from financial year 2014-2015 etc.

All Govt. employees are requested to participate in the Procession & Public meeting!

NGOs' Association to go ahead with teritorry wide agitational programmes in support of One Day Strike on 2nd September

The Non-Gazetted Govt. Officers’ Association, A&N Islands welcomes the decision of the Central Government extending benefits of Retirement Gratuity and Death Gratuity to the Central Government Employees covered by National Pension Scheme (NPS) i.e all those employees joined Central Govt. Services on or after 01.01.2004. Until now they were not eligible for this and many other benefits which are being enjoyed by the employees appointed prior to 1.1.2004. Lakhs of employees will be benefitted by this decision of the Central Government conveyed by Department of Pension and Pensioners’ Welfare, Mininstry of Personnel and Pensions’ Office Memoradum dated 26.08.2016.

The Non-Gazetted Govt. Officers’ Association also welcomes the decision of Finance Ministry, Govt. of India to enhance Ad-hoc Bonus calculation ceiling to Rs.7,000/- from the existing rate of Rs.3,500/- for the year 2014-15. All the eligible employees would be getting arrears amount due for them.

However, the ‘Confederation of Central Govt. Employees & Workers’ and other Central Trade Unions have decided to  move ahead with the proposed All India Strike on 02.09.2016 since the main demands of enhancement of minimum wages and fitment formula of 2.57 and retension of all allowances at existing rates etc. have not yet been settled.

   Non-Gazetted Govt. Officers’ Association is organising territory-wide agitational programmes in support of the All India Strike on 02.09.2016. At Port Blair, there will be Mass Dharna & Public Meeting organised alongwith CITU at Tiranga Park. A procession will  also be taken out from Tiranga Park at 4.00 p.m on 2^nd September, 2016.

NGOs' Association take up the issue of retention of Special Compensatory Allowance with the Allowance Review Committee

Sir,

I would like to draw your kind attention to the para 8.10.62 of the report of 7^th Central Pay Commission regarding subsuming various special compensatory allowances under the umbrella of “Tough Location Allowance”. Further, under para 8.10.63, it has been stated that Tough Location Allowance will, however, not be admissible along with Special Duty Allowance, it is, therefore, amply clear that if the recommendations are approved and implemented as proposed by the 7^th Pay Commission, the Govt. Employees of these Islands would be losing the Special Compensatory Allowance which they are getting at present alongwith Island Special Duty Allowance.

As you may be aware, that a committee with Finance Secretary as Chairman has been constituted on 22.07.2016 by Govt. of India, to examine recommendations of 7^th CPC on various allowances other than Dearness Allowance. The Committee is expected to finalize the decision on various allowances in an expeditious manner. 

The legacy of Special Compensatory Allowance starts from British era. In 1945, the then British govt. introduced Andaman Special Pay at the rate of 33 1/3  % of basic pay to all employees of Andaman and Nicobar Administration. This Special Pay was granted for compensating the unhealthiness of this place, under FR 9(25) (C).  This Association notes that although the Ministry of Home Affairs vide their letter No. 4-22/49-AN dated 22.1.1951 discontinued this, subsequently the same was restored, changing the nomenclature as Special Allowance. Though this allowance was given only to the mainland recruit Govt. servants and those posted to the islands from mainland, it was extended to one and all in 1983 following a protracted struggle of this Association. In addition to Special Pay/Allowance, a Compensatory Allowance at the rate of 7½ % was sanctioned in the year 1962 which was subsequently enhanced to 12½ % from October, 1973, as a result of additional high cost of living in these islands.  

But the 4th Central Pay Commission arbitrarily withdrawn these two allowances, in the name of rationalization, and introduced Special Compensatory Allowance (SCA) in its place in slab basis which resulted in huge financial loss to the Govt. employees. Until then employees of A & N Admn. were getting the benefit of  32 ½ % to       42 ½ %  of their basic  pay as Andaman Special Pay and Compensatory  Allowance which were more beneficial compared to the newly introduced slab system of SCA.

Now, the 7^th CPC proposed to introduce Tough Location Allowance subsuming all Special Compensatory Allowances, but Tough Location Allowance will, however, not be admissible along with Special Duty Allowance, to say Island Special Duty Allowance (ISDA) for A & N Islands. There is no justification, whatsoever, to discontinue the Special Compensatory Allowance which is being allowed to the government employees of these islands on genuine reasons which was earned only after protracted struggles.     

Therefore, this Association demands to retain the present Special Compensatory Allowance along with Island Special Duty Allowance OR newly proposed Tough Location Allowance along with ISDA for the employees of Andaman and Nicobar Islands.

It is therefore, requested you to kindly take up the matter on priority basis urging upon the Government of India, so as to enable them to bring the issue for consideration by the Allowances Review Committee in its scheduled meeting to be held on 2^nd September, 2016.

NGOs' Association demands setting up of Anomaly Committee at UT Level

Sub:  Setting up of Anomaly Committee on 7^th CPC in A & N

         Islands - regarding.

Sir,

As you may kindly be aware, the   Govt. of India has set up an Anomaly Committee to settle the Anomalies arising out of the implementation of the recommendations of the 7th Central Pay Commission, a copy of which is attached herewith for your kind consideration. As per the Office Memorandum issued by the Ministry of Personnel, Public Grievances and Pensions (Deptt of Personnel & Training), Govt. of India, New Delhi on 16^th August, 2016, there will be two levels of Anomaly Committees – National Anomaly Committee and Departmental Anomaly Committees consisting of representatives of the official side and Staff side. It has also been mentioned in the said Office memorandum that the anomalies will be received through the Secretary, Staff Side upto six months from the date of its constitution. 

 This Association is affiliated to the Confederation of Central Govt. Employees & Workers, New Delhi which is a constituent of the Joint Consultative Machinery (JCM) at the National Level. The matter has been discussed with the JCM National Council Members by me and this Association has been advised by the JCM members to approach the A & N Administration to set up a UT level Anomaly Committee to consider the anomalies arising out of the 7^th CPC recommendations concerning the government employees working in all the departments under the A & N Administration. This Association, being the largest Service Association  representing  all the non-gazetted government employees (except industrial employees) working under all the departments of the Administration and the only one recognised by the A & N Administration,  had submitted an elaborate memorandum to the 7^th CPC. 

  I would, therefore, request your goodself kindly to  set up  an Anomaly Committee for the  UT of A & N islands  comprising the representatives of the  Staff Side and  official side  so that the anomalies and other issues arising out of the implementation of 7^th CPC can be  discussed and necessary recommendations made to the Govt. of India.
