HUMAN CHAIN

Against Price Rise and Privatisation

At 5 p.m. on 25.11.2009 (Wednesday)

From Secretariat Exit Gate to C.E’s Office (APWD)

Demands:

a) To reduce the price of all essential commodities.

b) To rescind the orders on outsourcing of Governmental functions and closure of offices.

c) To fill up all vacancies of Group D posts by regular recruitment and stop contracting out the Group D functions and employing daily rated/casual workers to carry out the Group D functions.

d) Reverse the decision to impose the New Contributory Pension Scheme.

e) To lift ban on creation of posts and recruitment

f) Remove the arbitrary ceiling on compassionate appointments.

g) Implement the Board of Arbitration awards.

h) Grant Pension and status of civil servant to Grameen Dak Sevaks.

Local Demands:

i) Restore Andaman Special Allowance and Compensatory Allowance on percentage basis

ii) Settle all the cases related to Sixth Central Pay Commission

iii Restructure Amalgamated Clerical Cadre and Forest Clerical Cadre

iv) Grant upgraded Grade Pay to left-out categories of teachers, grant ISDA during summer vacation

v) Restore air travel by private airlines for LTC/AFSP

vi) Regular supply of LPG

vii) To fill up all vacant posts

Restructuring of AC Cadre

Sir,

I draw your kind attention towards the discussion held by a delegation from this Association with you on 23rd October, 2009 when your goodself was kind enough to inform us that the demand for restructuring of the Amalgamated Clerical Cadre will be considered favourably and a proposal in this regard would be sent to the Govt. of India for its approval.

In this connection, we are of the opinion that since the restructuring does not involve any kind of additional financial implications or increase in the overall number of posts, it can very well be done by the A & N Administration itself. This will avoid unnecessary delay in the matter.

I would, therefore, request your goodself kindly to complete the process of restructuring at the earliest possible opportunity without sending it to the Govt. of India.

Dear Comrades,

As per our decision taken at the last National Executive meeting we are to organize a human chain on 25.11.2009 in all Cities/Towns by eliciting massive participation of the members. The human chain is to connect two Central Government offices. Kindly take all necessary arrangements to make the programme a grand success.

There had been several suggestions from various affiliates and COCs to make certain amendments to the charter of demands. Taking this into account, we have decided to redraft the charter of demands. The revised charter of demands is as under:

a) To reduce the price of all essential commodities.

b) To rescind the orders on outsourcing of Governmental functions and closure of offices.

c) To fill up all vacancies of Group D posts by regular recruitment and stop contracting out the Group D functions and employing daily rated/casual workers to carry out the Group D functions.

d) Reverse the decision to impose the New Contributory Pension Scheme and withdraw the order asking the employees to exercise option as a precondition to draw the 6th CPC arrears.

e) To lift ban on creation of posts and recruitment

f) Remove the arbitrary ceiling on compassionate appointments.

g) Implement the Board of Arbitration awards.

h) Grant Pension and status of civil servant to Grameen Dak Sevaks.

Tourist Season in Andaman and Nicobar Islands started from October, 2009 and will continue upto February/March, 2010 (.)Air India is operating one flight each from Chennai and Kolkata to Port Blair daily which is insufficient to meet the passenger rush in these sectors (.) No additional flight between Port Blair and Kolkata/Chennai sectors has been introduced by the Air India so far (.) Government of India, Ministry of Finance (Deptt. Of Expenditure) vide their OM No. 19024/1/2009-E.IV dated 13th July, 2009 has ordered that government servants should travel by Air India flight on Tour/LTC, etc. and that too only at LTC-80 fare. Limited tickets are issued under LTC-80 fare scheme in every flight (.) This has put government servants working in the islands into inconvenience as they are forced to buy air tickets from Air India on exorbitant fare due to non-availability of lower category fare (.) Government servants who are required to proceed to mainland from Andaman and Nicobar Islands on emergency have been forced to buy tickets of excessive fare but government reimburses only LTC-80 fare (.) Tickets are also not available even for patients referred to mainland hospitals (.) Government employees are in an agitated mood here (.) This Association seeks your kind intervention to have sufficient number of additional flights by Air India between Chennai-Port Blair and Kolkata – Port Blair sectors so that government employees serving in the islands can get tickets of lower category fare (.) In case it is not possible, the government employees working in Andaman and Nicobar Islands may be allowed to avail private airlines in the above sectors, and also be allowed re-imbursement of full fare of tickets by Air India flight (.)

Mass Dharna by Teachers

PRESS STATEMENT

The Non-Gazetted Govt. Officers' Association, Andaman and Nicobar Islands has today (28.10.09) organised Mass Dharna and procession at various places of Andaman and Nicobar Islands to protest against the delay in settling various pending demands of teachers working under the Education Department. At Port Blair, an Evening Mass Dharna was organised in front of the Directorate of Education, Port Blair from 3 p.m. to 5 p.m. today which was inaugurated by Com. K. G. Das, former General Secretary of the Association. Hundreds of teachers, among them a good number of women teachers, participated in the Mass Dharna. Com. D Ayyappan, General Secretary, Com. T S Sreekumar, Asst. General Secretary, Com. B B Singh, Vice President, South Andaman Teachers' Branch, Com. Venkat Rama Rao, Secretary, SATB, Com. G P Mondal and Heera Lal Prasad addressed the gathering while Com. S C Biswas, President proposed vote of thanks. At Diglipur, Mass Demonstration was held in front of the office of the Deputy Education Officer by a large number of teachers and other employees. The programme was led by D N Baneerjee, P J Eappen, N K Paul and K P Paul. At Rangat, a mass demonstration was held in front of the office of Deputy Education Officer, Rangat. Santhosh Kumar Roy , Sadan Ch. Das and other led the programme. At Kadamtala, an Evening Mass Dharna was held in front of the Govt. Sr. Sec. School, Kadamtala which was led by K L Howelder and Tapan Kumar Sen. The Demands highlighted during the programme were
1. Grant of ISDA to teachers during summer vacation,
2. Settlement of pending transfer TA bills
3. Grant of financial upgradation under earlier ACP Scheme
4. Implementation of Modified ACP Scheme
5. Confirmation of Teachers etc.,
