Meeting with Secretary Education

A delegation of the Non-Gazetted Government Officers’ Association led by D. Ayyappan, General Secretary, met Smt Rinku Dugga, Secretary (Education), Andaman and Nicobar Administration on 16th March, 2009. The following issues/demands were discussed in the meeting:

1. Upgraded Pay under Part B of CCS (Revised Pay) Rules, 2008
for left-out categories of teaching staff: Association representatives informed the Secretary (Education) that a number of categories of teaching staff like Headmasters (Primary), Headmasters (Middle), Physical Education Teachers, Librarians, Lab Assistants, Craft Instructors, Music/Art Teachers, PSRTs, etc. have not been included in the Part B of the CCS (Revised Pay) Rules, 2008. In certain cases, teachers who were already in the higher Grade Pay after getting ACP have benefits been denied of the same on promotion to the posts of Headmasters. Secretary (Education) assured the delegation that this issue will be referred to the Anomaly Committee of the Administration for taking an early decision particularly those relating to the Headmasters (Primary) and Headmasters (Middle).

2. ACP to Post Graduate Teachers: Association representatives informed the Secretary (Education) that financial benefits under ACP Scheme have been denied to a large number of Post Graduate Teachers due to mis-interpretation of ACP orders/Guidelines by the Directorate of Education. Secretary (Education) assured that this issue will be examined and settled at the earliest.

3. Delay in disbursement of Sixth CPC arrears: It was brought to the kind notice of the Secretary (Education) that Sixth CPC arrears to a large number of teachers working under various DDOs are yet to be drawn and paid to them on the plea of non-availability of funds. Secretary (Education) directed the officers of the Education Department to take immediate steps to ensure that the arrears are drawn and paid to the teachers before 31st March, 2009 as directed by the Govt. of India.

4. Allotment of sufficient funds for settlement of pending Transfer TA bills: The Association representatives were informed in the meeting that sufficient funds have already been allotted to the concerned DDOs to clear the pending Transfer TA bills.

5. Amendment of Recruitment Rules: Secretary (Education) assured the delegation that the demand for amendment of Recruitment Rules of various posts under the Education Department will be examined in order to ensure Single Line Promotion.

6. Regularisation of Adhoc Services: The Association representatives were informed that the Directorate is expeditiously processing the cases of eligible teachers for regularization of services from the initial dates of their appointments.

7. Filling up the post of Lecturers of DIET: Secretary (Education) assured the Association delegation that action will be taken to fill up the posts of Lecturers in DIET. Secretary (Education) assured that the demand of the Association to fill up these posts from among the qualified Post Graduate Teachers will be considered favourably.

8. Increase in the remuneration of Part-time Craft Instructors and Part-time Group D staff: Secretary (Education) assured that the demand of the Association for hike in the remuneration of Part-time Craft Instructors and Part-time Group D staff will be considered sympathetically.
