CABINET APPROVES 8% HIKE IN DEARNESS ALLOWANCE FOR CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS...


Union cabinet on Tuesday approved a proposal to hike an another additional Dearness Allowance by 8% for Ccentral Government employees and pensioners...

The Central Government today approved to release a eight per cent hike in dearness allowance to central government employees and pensioners, this hike is to be effective retrospectively from January 2013...
The dearness allowance and dearness relief for central government serving employees and pensioners will increase from 72% per cent of basic emoluments to 80% per cent with effect from 1.1.2013 to compensate for price rise.

Mass Demonstration on 29th April, 2013

          The  Confederation of Central Govt. Employees & Workers, New Delhi,  All India Railwaymen Federation and  All India Defence Employees Federation have  jointly decided to  start movement   on the demands  of  (1)  Setting  up of  7th Central Pay Commission to effect wage revision of central government employees and (2)  To  withdraw PFRDA Bill from the Parliament.  The above three organizations have decided to call upon all Units and Branches of AIRF, Confederation and AIDEF to organize Demonstration on 29th April, 2013 in front of all the central government offices  all over the country on the above demands. 

          The real value of wages determined by the 6th Central Pay Commission has now been eroded due to the unprecedented inflation in the economy and spiraling rise in the prices of essential commodities.  While the Government permits wage negotiation and revision in the fully owned Public Sector Undertakings every five years, the denial to revise the wages of Central Government employees despite such large scale erosion in the real value of wages is absolutely unjustified. 

The Central Government had been persisting with the enactment of the PRFDA Bill in the Parliament in almost all sessions ever since the UPA II Government took over.  Ironically they could elicit support from the main Opposition Party in the country for this ill- advised enactment.  Lakhs of new workers who have joined in various organizations of the Government since 2004 are worried of their future, which is forlorn and bleak, in the wake of the denial of the social security scheme of Pension.  The Confederation of Central Govt. Employees & Workers, to which the Non-Gazetted Govt. Officers’ Association, A & N Islands is affiliated, have been opposing this move right from the day the Government introduced the bill in the Parliament in 2003.  However, our efforts, actions and objections have all been ignored with disdain by the Government. Though the government could not muster enough support required to pass the bill in the Parliament, the Union Cabinet has recently taken the decision to allow 49% FDI in the pension fund.

          The Non-Gazetted Govt. Officers’ Association, Andaman and Nicobar Islands  has  decided to  organize the Mass Demonstration  in front of the  Secretariat, Port Blair  on 29th  April, 2013  by mobilizing the  entire  government employees and workers working in these islands.  

NGOs' Association demands early release of DA to Central Govt. Employees

          The Central  Secretariat Meeting of the Non-Gazetted Govt. Officers’ Association, Andamn and Nicobar Islands  held on 4th April, 2013 at Crusade House, Phoenix Bay, Port Blair  has  expressed serious concern over the central government’s decision to  hold back  its earlier  decision to  enhance the DA  by 8% for the central government employees.   The meeting noted that the DA is due for central government employees with effect from 1.1.2013 and there is no justification to delay its payment to the employees.  The resolution adopted in the meeting asked the central government to release the DA to the central government employees without any further delay.                                                                             

          The Central Secretariat meeting of the Association through another resolution demanded roll back of the power tariff increase   which came into force from 1st April, 2013.  The meeting of the Association noted that the unjustified increase in the power tariff will be another blow on the government employees particularly those belonging to lower categories.  

          The Central Secretariat meeting through another resolution demanded immediate withdrawal of the decision of the Administration to increase the boat fare in the inter-island and foreshore sectors.  The meeting noted that the vehicle ferry charges for the vehicles in the Chatham – Bambooflat route has been increased abnormally without any justification.   The fare for a four wheeler from Chatham to Bambooflat has been enhanced from Rs. 90 to Rs. 160.   A large number of government employees who take their vehicles to Bambooflat and Port Blair are finding it difficult to   ferry their vehicles after this abnormal increase in the fare.

NGOs' Association welcomes the Admn. decision on working hours of teachers

          The Non-Gazetted Govt. Officers’ Association, Andaman and Nicobar Islands appreciates the decision taken by the Andaman and Nicobar Administration not to enhance the working hours of  teachers under the Right of Children to Free & Compulsory Education Act, 2009  from the next  academic session which begins from 1st April, 2013.  The Non-Gazetted Govt. Officers’ Association has already requested the Administration to take up the issue with the Govt. of India for extempting these islands from the increased working hours under the RTE Act, considering the peculiar geographical condition and other problems prevailing in these islands. The Association has requested the Administration to keep the issue pending till a decision is taken by the Government of India.   Leaders of the Non-Gazetted Govt. Officers’ Association had met the Principal Secretary (Edn), Secretary (Edn) and Director of Education during the last few weeks and requested them not to increase the working hours of teachers.   They were kind enough to assure the Association that  appropriate action will be taken by the Administration on the demand of the Association   and, accordingly,  the proposal to  increase the working hours from this Academic Session  has been  kept pending. The Association notes that the above decision of the Administration has come as a great relief to thousands of teachers working under the Education Department of these islands.  

DA likely to be approved by the Union Cabinet today


As per reliable sources that the Union Cabinet Committee likely to approve the Finance Ministry proposal to hike the Dearness allowance and Dearness relief by 8% today.

An another additional Dearness allowance from Jan 2013 to all Central Government Employees and Pensioners is expected to declare by the Central Government on 2.4.2013, after the Union Cabinet approval. The agenda is expected to be approved by the committee today in the afternoon. Nearly 50 lakh employees and 30 lakh pensioners will get the benefit by this hike with minimum of Rs.560 per month. 

After the Cabinet approval, Finance Ministry may issue necessary orders immediately to all Departments/Ministries to issue enhanced payment by cash.
