7th Pay Commission scheduled to visit Kolkata & Andaman

7cpc.india.gov.in – An official website of 7th Central Pay Commission published an another schedule a visit Kolkata and Andaman Nicobar Islands on 4 to 6 Jan and 8 to 10 Jan 2015 respectively.

Commission’s visit to Kolkata and Andaman & Nicobar Islands

The Commission, headed by its Chairman, Justice Shri A. K. Mathur, proposes to visit Kolkata from 04th to 06th January 2015 and Andaman & Nicobar from 08th to 10th January 2015. The Commission would like to invite various entities/associations/federations representing any/all categories of employees covered by the terms of reference of the Commission to present their views.

Your request for a meeting with the Commission may be sent through e-mail to the Secretary, 7th Central Pay Commission at secy-7cpc@nic.in. The memorandum already submitted by the requesting entity may also be sent as an attachment with this e-mail.

The last date for receiving request for meeting is 31st December 2014 (1700 hours).

NGOs' Association demands Centralised Recruitment for all Departments

The Non-Gazetted  Govt. Officers’ Association has demanded  to hand over the conduct of recruitment of all the Group C and Group B (Non-Gazetted) posts in all the departments under the A & N Administration to the newly created Recruitment Cell of the Administration in order to avoid the allegations of corruption and malpractice in the recruitment process by subordinate departments.    In a letter sent to the Chief Secretary, Andaman and Nicobar Administration, Shri D. Ayyappan, General Secretary of the Association said that the Recruitment Cell which was created by an order of the Administration on 20^th June, 2014, among other things, is mandated to conduct recruitment for Group C and Group B (Non-Gazetted) posts under the A & N Administration.  He brought to the notice of the Chief Secretary that several departments under the Administration are conducting recruitment examinations without involving the newly established Recruitment Cell of the Administration.     

          The Association told the Chief Secretary that allegations of corruption, nepotism and underhand dealings have been reported in the local media about the recruitment examinations conducted by various departments which had created considerable embarrassment to the Administration and resentment among the eligible candidates including those in government service.  Shri Ayyappan informed the Chief Secretary that the Non-Gazetted Govt. Officers’ Association is of the opinion that manipulations in the recruitment process can be minimized to a great extent if the recruitment of all the Group C and Group B (Non-Gazetted) posts is carried out by the Recruitment Cell of the Secretariat through the Staff Selection Commission. The Association suggested that the Administration should request the Staff Selection Commission to conduct the recruitment examination, etc. within a reasonable time-frame in order to avoid long delay as witnessed now.   

          The Association further suggested that the departments concerned should be asked to hand over the list of eligible candidates along with copy of Recruitment Rules, copy of advertisements, etc.  to the Recruitment Cell in the Secretariat, Port Blair so that the Staff Selection Commission can be approached for conducting the recruitment examinations for the posts advertised.

Mass Squatting in front of Secretariat at Port Blair

The central government employees’ organizations all over the country have organized Mass Squatting (उकडूँ बैठना) today the 18^th November, 2014 in support of the 12-point charter of demands submitted to the Govt. of India by the Confederation of Central Govt. Employees & Workers, New Delhi.  In Andaman and Nicobar Islands, the Non-Gazetted Government Officers’ Association, Andaman and Nicobar Islands has organized the Mass Squatting today the 18^th November, 2014 in front of the Secretariat at Port Blair where a large number of government employees and workers from various departments under the Administration participated in the programme. Inaugurating the Mass Squatting in front of the Secretariat gate, Shri HL Prasad, Acting President of the Association criticized the central government for neglecting the genuine and pending demands of the central government employees.  He explained in brief the 12 demands on which the Confederation has given call for the programme. Addressing the gathering, Shri D. Ayyappan, General Secretary of the Association said that the government is keeping away from making any commitment towards any of the demands raised by the central government employees’ organizations and said that the policies of the government will lead to complete privatization of government sector which will lead to denial of job in government sector for the unemployed youths.    

 The 12-point demands on which the Mass Squatting was organized today include (1) Merger of DA with pay (2) grant of Interim Relief (3) scrap PFRDA Act and to ensure pension for all including those recruited after 1.1.2004 (4) against privatization and outsourcing of government work (5) to remove 5% ceiling on compassionate ground appointment (6) to give effect to the recommendations of the 7^th Central Pay Commission from 1.1.2014, etc.    

MASS SQUATTING programme on 18.11.2014

As a part of the Nation wide program by the Confederation of Central Govt. Employees & Workers, New Delhi, the Non-Gazetted Govt. Officers' Association, A & Nicobar Islands will be organising a "MASS SQUATTING" programme on 18.11.2014 in front of the Secretariat, Port Blair from 4 p.m. onwards. All govt. employees are requested to participate.

CHARTER OF DEMANDS

1.      Merger of DA with pay for all employees with effect from 01.01.2014 including Gramin Dak sewaks and pensioners.

2.      Grant of Interim Relief to all employees including Gramin Dak Sewaks and Pensioners.

3.      Inclusion of Gramind Dak sevaks under the purview of 7^th Central pay Commission.

4.      Scrap PFRDA Act and grant of statutory pension to all.

5.      Date of effect of 7^th CPC recommendations should be 01.01.2014.

6.      Regularisation and revision of wages of casual laboures and contract workers.

7.      Removal of 5% condition for compassionate appointments.

8.      Fill up al vacant posts and creation of new posts wherever justified.

9.      Stop downsizing, outsourcing, contractorisation and privatisation of Government functions.

10.  Grant Productivity linked Bonus to all without ceiling; compute Bonus as weighted average of PLB for those not covered by PLB agreement.

UPGRADATION OF GRADE PAY OF LDC & UDC

Dear friends,

We have been receiving frequent queries through SMS & e-mail in connection with latest position of the case filed. Besides, several of our friends wanted to know the approach of 7th Pay Commission towards the new pay structure of LDC & UDC. 

As has already been said, three cases have been filed on the upgradation of Grade Pay of LDC/UDC in various courts so far and all these cases are progressing at their respective places.

In furtherance, we have submitted a very good memorandum to 7th Pay Commission; a copy of the same was published in this web site on 15th July 2014, wherein we demanded the upgradation of grade pay LDC to Rs. 2800 & UDC to 4200. Moreover, leaders of National JCM (Staff side) had contacted us and asked to send a proposal for LDC & UDC to add in the JCM Memorandum. Accordingly, JCM (Staff side) has recommended merger of the grade pay of LDC & UDC and upgradation of Grade Pay to Rs. 2800/ which may be treated as an achievement.

According to our information LDC/UDC issue was raised before the Pay Commission at Bangalore by some LDC/UDC and the commission has given a very positive reply. It means due to our timely efforts, LDC/UDC may get the upgraded scale in the 7th CPC.  And we are sure that we will win the case filed in the courts which will pave way for implementation of upgraded Grade pay from 1.1.2006.

You are aware that the 7th Pay Commission is scheduled to visit at Mumbai on 6th -8th & Shimla on 12 & 13 November 2014. The Commission will visit more cities in the coming days.  Administrative Staff especially the LDC/UDC are requested to please raise the issue of upgradation of Grade Pay of LDC/UDC in its own prominence in the meetings of the Pay Commission.

High air fare between Port Blair mainland sector.

The Non Gazetted Govt. Officers’ Association, Andaman and Nicobar Islands has demanded earmarking of certain number of low fare tickets in each flight  operating between mainland and Port Blair sector exclusively for the people of Andaman and Nicobar Islands.    In a letter sent to the Secretary, Ministry of Civil Aviation, Govt. of India, New Delhi today (11.10.2014), Shri D. Ayyappan, General Secretary of the Association also demanded to have some kind of mechanism to check the fare system adopted by airlines operating between mainland and Port Blair sectors to end their exploitation of the passengers from these islands.    

By drawing the attention of the Secretary (Civil Aviation) towards the exploitation perpetrated by private airlines operating between mainland-Port Blair sector towards the people of Andaman and Nicobar Islands including government employees and workers,   Shri D. Ayyappan said that with the start of tourist season from October onwards, the private airlines as well as the Air India Ltd have been overcharging the passengers from Andaman and Nicobar Islands. Having separated by sea from mainland India by 1200 KMs, the people residing in the union territory of Andaman and Nicobar Islands always depend on the air connectivity for reaching mainland and to return to the islands, he told the Secretary (Civil Aviation).    

The Association informed the Secretary (Civil Aviation) that while the entire low fare tickets are booked in advance for the tourists, the remaining tickets are sold by the airlines on exorbitant rates for the islanders who require visiting mainland for various purposes including medical treatment. The Association told the Secretary (CA) that on various occasions, tickets are not available even at such exorbitant fares. Tickets for the Port Blair – Chennai/Kolkatta sectors are sometimes sold at Rs 20,000 or more.  Patients who are referred to mainland hospitals are either forced to wait for some more days or to purchase tickets in these private airlines and Air India Ltd on exorbitant rates in order to save their lives, the Association informed the Secretary (Civil Aviation).

 It has been noticed that in the absence of any fixed maximum rate, the airlines are  charging the passengers at their will and wish, taking advantage of the  emergency situation of the passengers to avail any flight from Port Blair to mainland and  vice versa.  No mechanism is available at present to check the fare being charged by the airlines operating between mainland and Port Blair.  

Shri Ayyappan told the Secretary (Civil Aviation) that requests made by the Non-Gazetted Govt. Officers’ Association and various other organizations in the islands to earmark certain number of low fare tickets in each flight exclusively for the islanders did not evoke any response either from the airlines or from the Govt. of India.   

NGOs' Association expresses concern over power disruption in the city

The Non-Gazetted Govt.Officers’ Association, Andaman and Nicobar Islands has demanded to conduct a study  through  an expert agency from mainland  to find out the exact reason for the  sudden and intermittent power  disruption being occurred at Port Blair and South Andaman areas so that necessary corrective measures can be taken by the Administration.  In a letter sent to the Chief Secretary, Andaman and Nicobar Administration,  Shri D. Ayyappan, General Secretary of the Association drew the  attention  of the Chief Secretary towards the widespread power disruption being occurred at Port Blair and rural South Andaman areas for the last few months.  He complained to the  Chief Secretary that power cut is resorted to without making any public announcement by the Electricity Department.  In most of the days electricity disruption has been experienced for half an hour to one hour on different occasions, the Association informed the Chief Secretary.  This has adversely affected the functioning of the offices (except Secretariat) and the government employees are unable to complete their work in time, Shri Ayyappan told the Chief Secretary.   

          Expressing concern over the intermittent power cut, the Association told the Chief Secretary that this has badly affected the studies of students during these days.  Examinations are round the corner, but the Electricity Department continues to resort power cut which causes grave concern and anguish to the parents and students.  Shri Ayyappan brought to the notice of the Chief Secretary the fact that the Electricity Department does not give any explanation to the intermittent power cut resorted to by it.   It is also not clear whether the power cut is due to the failure of the Surya Chakra Power Plant at Bambooflat or the Power Houses of the Electricity Department at Chatham and Phoenix Bay to generate sufficient power. The Non-Gazetted Govt. Officers’ Association requested the Chief Secretary to review the functioning of the Electricity Department and take immediate steps to fill up the posts of Superintending Engineer, Executive Engineers, etc on regular basis in the Electricity Department in order to put the functioning of the department back to rail.   

NGOs' Association organises Evening Dharna at Tiranga Park

          At the call of the Confederation of Central Govt. Employees & Workers, New Delhi, the Non-Gazetted Govt. Officers’ Association, Andaman and Nicobar Islands has organised an Evening Dharna at Tiranga Park, Aberdeen Bazar, Port Blair from 4 p.m. to 8 p.m.  today (19th September, 2014).  Inaugurating the Dharna, Shri B. Chandrachoodan, General Secretary, CITU, A & N State Committee said that the NDA government which came to power during May, 2014 is also following the same anti-working class policies which were followed by the UPA government. Addressing the gathering, Shri KG Das, former General Secretary of the Non-Gazetted Govt. Officers’ Association briefly explained the disastrous consequences of the wrong economic policies followed by the successive central government during the last more than two decades which,   he said, has led to the widening of gap between the rich and the poor in the country.   He called upon the government employees in the islands to remain united under the banner of the NGOs’ Association in order to fight against the anti-working class policies of the government and also to achieve their various demands. 

Speaking on the occasion, Shri Hira Lal Prasad, Acting President of the Association emphasised the need to go for agitation in order to press the government to settle the demands.   Addressing the Dharna, Shri D. Ayyappan, General Secretary of the Association criticised the government for not considering any of the major demands of the central government employees’ organisations. He said that Mass Dharna has been organised by the Association and Unions affiliated to the Confederation all over the country today.  Shri TS Sreekumar, Asst. General Secretary addressing the gathering in the Dharna said that issues and demands of government employees working in various departments under the Andaman & Nicobar Administration are being neglected by the authorities in the Administration.   Shri GP Mondal and Shri BN Mondal   also addressed the participants in the Dharna.

Mass Demonstration by Part-B deprived teachers

A mass demonstration was held in front of the Directorate of Education today (9^th September, 2014) from 3 p.m. to 5 p.m. by the affected categories of teachers and miscellaneous teachers who have been denied the upgraded pay under Part B of the CCS (Revised Pay) Rules, 2008.  The mass demonstration was organised to protest against the delay in extending the upgraded pay under Part B to teachers and miscellaneous teachers like Headmasters, Physical Education Teachers, Librarians, Primary School Resource Teachers, Craft Instructors, Lab Assistants, etc. numbering about 850 working under the Education Department of Andaman and Nicobabr Administration. 

          While inaugurating the Mass Demonstration, Shri D. Ayyappan, General Secretary of the Non-Gazetted Govt. Officers’ Association said that on implementation of the 6^th Central Pay Commission recommendations in these islands during September, 2008, the above categories of teachers and miscellaneous teachers were excluded from the upgraded pay under Part B on illogical grounds. He said that teachers of the above categories working under the Govt. of NCT of Delhi,   UT Government of Puducherry and other UTs and central government schools have already been given the upgraded pay under Part B at par with Post Graduate Teachers, Graduate Trained Teachers, Primary School Teachers, as the case may be.  Instead of settling the issue in these islands, the Administration referred the matter to the Govt. of India where it is lying for the last six years.  He blamed the A & N Administration and Education Department for lack of initiative to pursue the matter with the Govt. of India.

 Shri HL Prasad, Acting President of the Association called upon the affected teachers to continue their struggle. Shri TS Sreekumar, Asst. General Secretary while addressing the participants assured them that the Association will continue to pursue their demand.  Shri R. Surendran Pillai, Secretary, South Andaman Teachers’ Branch, Shri SL Vinjit, Joint Secretary, SATB, Shri SP Bagchi and Shri Jogeshwar Lal addressed the gathering.  The Mass Demonstration was led by Shri Venkat Rama Rao, Vice President, SATB, Shri Mohammed Iqbal, General Secretary, A &N Physical Education Teachers’ Association and Shri Hemant Rao, General Secretary, Andaman and Nicobar Library Association.  A large number of teachers and miscellaneous teachers, among them a good number of women, attended the mass demonstration despite unfavourable weather condition.
