Mass Dharna - Overwhelming response from the employees & workers

PRESS STATEMENT



In support of the nation-wide Strike by central trade unions today (28.02.2012), CITU, BMS



and AICCTU and Non-Gazetted Govt. Officers’ Association jointly organized mass demonstration, mass dharna and procession at different parts of Andaman and Nicobar Islands to protest against various anti-working class policies being pursued by the central government. At Port Blair, a Mass Dharna was held at Tiranga Park from 9 a.m. to 4 p.m. in which workers of trade unions and Non-Gazetted Govt. Officers’ Association participated. Later in the evening, a procession was



taken out from Tiranga Park to Secretariat at 4 p.m. in which BSNL Employees Uni



on also participated. At the Secretariat gate, the gathering was addressed by leaders of unions and Association. B. Chandrachoodan (CITU), Shri M. Sadasivan and NKP Nair (AICCTU), Shri M. Veeranna (BMS) and Shri D. Ayyappan and Sadanand Rai (NGOs’ Association) led the Mass Dharna, procession, etc.



At Diglipur, a day-long Mass Dharna was organized in front of the Civil Station which was led by Shri Ashokan, Shri Rajesh Dung Dung and Shri Madan Das. At Mayabunder, a mass demonstration was held in front of the Dy Commissioner’s office which was led by Shri Jagat Ram and Shri Ajay Kumar of NGOs’ Association. At Billiground, a procession was taken out in the evening at Billiground Bazar which culiminated in the public meeting. Addressing the gathering, Shri Tapan Bepari, CPI (M) leader demanded immediate halt to the anti-working class policies being pursued by the central government. He further demanded immediate regularization of all the daily-rated and temporary status workers working in various departments under the Administration. The programme was led by Shri S. Bawali, Shri Mritunjay Biswas and Shri SR Mirdha.



At Rangat, a mass demonstration was held in front of the Tehsildar Office which was led by Shri Deepak Karmakar and Shri Solairaj of NGOs’ Association. At Kadamtala, a massive demonstration was held in front of the Govt. Sr. Secondary School, Kadamtala in which a large number of government employees and workers participated which was led by Shri PL Paik, Shri KL Howlader and Shri Probir Bhattacharya of NGOs’ Association.



At Little Andaman, a huge procession of government employees and workers of Forest & Plantation Development Corporation Ltd. was taken out at Hut Bay Bazar. Shri R. Reji and Shri M Nookaraj led the programme.

Mass Dharna by NGOs' Association

At the Call of Confederation of Central Govt. Employees & Workers, New Delhi for the historical strike to be organised 0n 28th February, 2012 by various Central trade unions including INTUC & BMS against the present economic policies of the Government of India, which had been adversely impacting the standard of living of the working people of the country,
the NGOs' Association, Andaman and Nicobar Islands is also organising 01 day "MASS DHARNA" in support on 28th February 2012 at Tiranga Park (09.00 a.m. to 04.00 p.m.). This will e followed by a Mass Procession from Tiranga Park to Secretariat.


All the govt employees working are requested to join the Mass Dharna & Procession.

Charter of demands.

PART-A.

1) Concrete measures to contain price rise

2) Concrete measures for linkage of employment protection with the concession/incentive package offered to the entrepreneurs,

3) Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.

4) Universal social security cover for the unorganized sector workers without any restriction

5) Creation of a National Social Security Fund with adequate resources in line with the recommendation, of NCEUS and Parliamentary Standing Committees on Labour, Stoppage of disinvestment in Central and State PSUs, the Central Trade Unions also demand immediate action by the Govt. of India to en sure:-

6) No Contractorisatlon of work of permanent/perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the Industry/establishment

7) Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs 10,000/-,

8) Remove the ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.

9) Scrap PFRDA Bill/New Pension Scheme; Ensure pension for all.

10) Compulsory registration of trade unions within a period of 45 days and immediate ratification of ILO conventions 67 and 96.

PART-B

1.Stop downsizing, outsourcing, contractorisation, coporatorisation and privatization of Governmental functions

2. Fill up all vacant posts and create posts on functional requirements

3. Revise wages of CGEs with effect from 1.1.2011 and every five years thereafter.

4. Regularize the GDS, daily rated workers, contingent and casual workers by brining about a definite scheme of regularization.

5. Remove restriction imposed on compassionate appointment ( end the discrimination on compassionate appointment between the Railway workers and other CGEs)

  1. Stop the move to introduce the productivity linked wage system; Performance related pay; introduce PLB to in all Departments; remove the ceiling of emoluments for bonus computation.
  2. Settle all items of anomalies (including the MACP related anomalies) raised in the National and Departmental Anomaly committees within a fixed time frame of two months; set up the anomaly committees in those Departments where it has not been set up till date with the Standing Committee members of the National Council; convene the meeting of the Departmental Council in all Ministries/Department once in three month as envisaged in the JCM Scheme
  3. Make the right to strike a legal right and stop curtailment of T.U. rights
  4. Implement all arbitration awards
  5. Raise the interest rate for GPF. Revise the OTA and Night duty allowance and stitching and clothing rates of uniforms
  6. Merge DA with Pay for all purposes including pension as and when the DA rates croses the 50% mark.
  7. Vacate all Trade Union victimizations.

Memorandum submitted to Hon'ble Home Minister, Shri P.Chidambaram

Shri D. Ayyappan, General Secretary of the Non-Gazetted Govt. Officers’ Association presented a Memorandum to Shri P. Chidambaram, Hon’ble Home Minister, Govt. of India, at Raj Nivas, Port Blair on 21.12.2012. In the Memorandum, the Association demanded that a grievances redressal mechanism may be set up for discussion and settlement of the problems of government employees working under the A & N Administration.

The Association demanded that a Regional Council of the Joint Consultative Machinery (JCM) under the Home Ministry may be set up for the Andaman and Nicobar Islands till a permanent redressal mechanism is established in these islands.

The Association further demanded that air subsidy may be granted for the air travel between Port Blair and mainland, as existed in the north eastern region, considering the fact that these islands are lying far away from the mainland.

The Association further demanded that the Pay of Lower Grade Clerks and Higher Grade Clerks working under the A & N Administration may be enhanced considering the higher responsibilities and duties of these categories of employees as compared to their counterparts in the Central Secretariat Services.

The Association has also demanded that Island Special Duty Allowance (ISDA) may be granted to the teachers during summer vacation as denial of the same to the teachers in the islands is unjust and illegal. The Association has further demanded that upgraded Grade Pay under Part B of the CCS (Revised Pay) Rules, 2008 may be extended to Headmasters, Librarians, Physical Education Teachers, Craft Instructors, etc. working under the Education Department of the A & N Administration. It was pointed out by the Association that the above categories of teachers in Puducherry, Delhi, etc. have been extended the Part B upgraded Grade Pay.

Posts lying vacant in the Forest & Environment Department

Sir,

It has been reported to this Association that a few posts of Head Clerk, Office Superintendent, Administrative Officer, etc. are lying vacant in the Forest & Environment Department for the last few months and there is undue delay in filling up these vacant posts.

You may please be aware, that there is widespread stagnation among the clerical cadre staff in the Forest Department and in such a situation keeping even the available posts unfilled on whatever reason, is unjustified. This has also caused resentment among the staff belonging to the Forest Clerical Cadre.

I seek your kind intervention in this matter so that the process of filling up the vacant posts through promotion can be expedited.

Unjustified and illogical provision in the RR for the post of Asst. Secty / Asst. Director (Admn.)

Sir,

I am to invite your kind attention towards the Memo bearing No. 48-18/2011-PW dated the 6th February, 2012 issued to Office Superintendents who are in the zone of consideration for promotion to the post of Assistant Secretary/Asst Director (Admn) from the Assistant Secretary (Perl). In the said Memo it is stated that “As per revised Recruitment Rule notified with the approval of UPSC, the employees in the feeder grade (Superintendent/ Head Clerk/ Assistant Incharge should possess 01/02 weeks training in any of the areas of Administrative Vigilance & Disciplinary Procedure/ Office Management/RTI/Pay Fixation/ Purchase Management is made mandatory.” Office Superintendents have been directed to intimate the details of trainings, if any, undergone by them and send copies of certificate thereon for placing the same before the DPC.

We are surprised to go through the said Memo issued by the Personnel Department. Firstly, the RR for the posts of Assistant Secretary/ Asst. Director (Admn) has not been published in the newspapers in the islands. While this Association is not against imparting training to any categories of employees and even making mandatory provision for promotion to next grade, this should be done only after imparting training to all such employees. In the Amalgamated Clerical Cadre, only a small percentage of employees are imparted inservice training by the Administration. Before completing such an exercise, making mandatory provision in the Recruitment Rules for promotion will lead to denial of promotion to those employees who have not been trained.

This Association had in the past emphasised the need to conduct continuous trainings to all the employees belonging to the Amalgamated Clerical Cadre so that they can improve their efficiency. Except conducting a few trainings, no step has been taken by the Administration to impart training to all the employees in the Cadre. Even our request to provide some kind of training to the newly selected Lower Grade Clerks before issuing their appointment orders during the last recruitment was not considered by the Administration.

Such being the position, making training mandatory for promotion to the post of Assistant Secretary/Asst. Director (Admn) is unjustified and illogical and the decision is required to be reviewed.

I would, therefore, request you not to insist for training mandatory for promotion to the posts of Assistant Secretary/ Assistant Director (Admn) till such time all the employees belonging to the Amalgamated Clerical Cadre are imparted training by the Administration.

Sir,

I am to bring to your kind attention the following for immediate necessary action:

1. The Union Territory of Andaman and Nicobar Islands is situated in the Bay of Bengal by 1200 KMs from Chennai/Kolkatta. This Union Territory is considered as the most remote and far-flung area in the country.

2. A large number of Graduate/Post Graduate teachers who do not possess the B.Ed training are working in the Education Department and other private schools of these islands.

3. These inservice teachers who desire to undergo B.Ed training have been trying their best to acquire the B.Ed training through IGNOU but in vain. This Association has also been pursuing this issue with the IGNOU Port Blair Centre, A & N Administration and the local B.Ed. College (TGCE) for the last several years.

4. IGNOU had conducted the B.Ed entrance tests at Regional Centre, Port Blair for the candidates of these islands during the last two years. Since the B.Ed Study Centre was not established at Port Blair, these candidates were not able to pursue the B.Ed course despite having passed the entrance test.

5. It has been reported to this Association that 123 candidates from Andaman and Nicobar Islands qualified the entrance test held at Port Blair on 21st August, 2011. However, the inservice teachers who qualified in the entrance test could not take admission for the B.Ed course in the absence of a B.Ed Study Centre at Port Blair.

6. The only B. Ed College in the islands viz. Tagore Govt. College of Education has not made any separate provision for the admission of inservice teachers in the said College.

7. It is ironical that while some of the Universities on the mainland have opened their Study Centres at Port Blair for under graduate and post graduate studies in various disciplines, the IGNOU, which is the only University offering correspondence B.Ed course, has adopted a negative stand towards the requests of Service Associations and aspiring teachers in the islands leading to the denial of the above facility to the candidates of the most remotest part of the country.

I would, therefore, request your goodself kindly to look into this matter personally and establish a study centre for B.Ed course of IGNOU at Port Blair atleast on temporary basis for 2-3 years so that all the inservice teachers can acquire the qualification of B.Ed which will improve their career in the Education Department.

Delegate Session of the Annual Conference

The Delegate Session of the Annual Conference of the Non-Gazetted Government Officers’ Association was held today (19.02.2012) at Kerala Samajam Hall, Port Blair. In his presidential address, Shri SC Biswas, President of the Association recalled the historical struggles conducted by the Association in the past. The Delegate Session, at the outset, paid homage to the memory of former leaders of the Association and other government employees, who passed away during the period since last Conference in April, 2011. Thereafter, Shri D. Ayyappan, General Secretary presented the working report of the Association for the last one year while Shri Clement Steephen, Finance Secretary of the Association presented the Audited Accounts. Delegates actively participated in the discussion on the General Secretary’s Report and Audited Accounts which were later on adopted unanimously.

Addressing the Delegate Session, Shri MS Raja, Secretary, Confederation of Central Govt. Employees & Workers, New Delhi and Member, JCM National Council, Govt. of India, said that the central government continues to neglect the various demands raised by the Staff Side in the National Anomaly Committee and JCM National Committee. He further said that the central government has done injustice to the Lower Grade Clerks and Higher Grade Clerks working under the central government including under the A & N Administration and asked the employees in the islands to strengthen the Non-Gazetted Govt. Officers to fight for achieving this demand. He assured the Delegate Session that he will place various demands of the employees of these islands before the JCM and the Govt. of India. The Conference discussed and adopted a large number of resolutions on various issues and problems affecting the government employees. About 160 delegates and observers from various outstations and Port Blair/South Andaman, representing thousands of employees, attended the Delegate Session. Shri AK Sharma proposed Vote of thanks.

The two-day Annual Conference of the Non-Gazetted Govt. Officers’ Association, Andaman and Nicobar Islands, began at Kerala Samajam Hall, Port Blair today the 18th February, 2012 at 4.30 p.m. Inaugurating the Conference, Shri M.S.Raja, Secretary of the Confederation of Central Govt. Employees and Workers’ and Member National Council, JCM, Govt. of India, said that the NDA government in 2003 had stopped the pension to government employees and in its place introduced the New Pension Scheme under which 10% of the salary of employees will be deducted towards the so-called pension and there is no guarantee that the pension will be given to the employees once they attain retirement. He said that the Pension system in the country was introduced in 1921 by Britishers. He demanded pay revision of central government employees in every five years as is being done in the case of Bank, LIC, Public Sector Undertakings employees. He said that a number of issues arising out of the Sixth Central Pay Commission are yet to be sorted out. He said that central government employees all over the country will join central trade unions in the All India Strike on 28th February, 2012 against various anti-working class policies of the central government. Shri B. Chandrachoodan, General Secretary, CITU A & N State Committee and Shri Shanker Chakranborty, Secretary, Botanical Survey of India Employees Association also addressed Inaugural Session.

Earlier, Shri SC Biswas, President of the Association hoisted the Association’s flag and the Chief Guest and others paid tributes to the martyrs at the specially erected Martyrs Memorial Column at the Kerala Samajam premises. Shri R. Ranjan, Chairman, Reception Committee for the Annual Conference welcomed the gathering. A large number of government employees and others attended the Inaugural Session. Shri AK Sharma, Secretary, Reception Committee proposed a Vote of Thanks. Earlier on the day, on his arrival at Port Blair airport today (18.02.2012), Shri MS Raja was received by a large number of members of the Association led by Shri D. Ayyappan, General Secretary.

NFIR once again requests you to kindly intervene and see that the deduction of amount towards Employees Group Insurance Scheme is raised 10 times with the corresponding increase of maturity value.
