The undersigned is directed to refer to OM of even number dated 2nd December, 2011 regarding the 4th meeting of the National Anomaly Committee which was held on 5th January, 2012. All the Agenda Items placed before it could not be discussed and the meeting had to be adjourned. This meeting will now be held in Committee Room No.119, North Block, New Delhi on 17th July, 2012 at 3.00 PM.

It is requested that you may kindly make it convenient to attend this meeting and also kindly confirm your participation urgently. Agenda Notes for the meeting will remain the same as were circulated earlier vide this Ministry's OM of even number dated 16th December, 2011.

Sub:  Relieving of teachers from 2nd July, 2012 - regarding.

Sir,

          I draw your kind attention to the orders issued by the Directorate of Education during the last few days transferring teachers from one place to other. In these orders, the date of stand relieving of teachers is mentioned as 25th June, 2012.  

          After the introduction of the Sixth Central Pay Commission, the date of increment for all the government employees under the Govt. of India   has been fixed as 1st July of every year. As per the rules,  if a government servant is on leave or is availing joining time on the 1st of July,  the increased pay will be drawn only from the date on which  he resumes duty and not from the 1st of July. A copy of the extract of the relevant rule is enclosed herewith for kind perusal.  The financial benefits on the annual increment will be available only on the date of joining duty by the government employee after availing leave, joining time, etc.        

          If the teachers working at outstations are relieved of their duties on 25th June they can join duty at Port Blair and vice versa only on 6th July, 2012 after availing the permissible Joining Time.   For five days, they will be denied of the financial benefits of annual increment for no fault of theirs.  This problem can be avoided if the teachers are relieved of their duties from the afternoon of 2nd July instead of 25th June, 2012.  

          Under the circumstances, I would request you kindly to issue immediate instructions  to all the Heads of Offices concerned to relieve  the  teachers  on 2nd July, 2012 afternoon instead of 25th June, 2012  so that the transferred teachers will not be at loss of their  financial benefits on the annual increment.

Facility of retention of accommodation in the case of re-employment.

Sub: Facility of retention of accommodation in the case of re-employment.

The undersigned is directed to invite a reference to this Directorate's OM No.12035/28/96-Pol.II, dated 30.09.2009 on the subject noted above and to say that officers who retired from Central Govt. Service before 30.09.2009 and thereafter were reemployed/appointed in Central Government on tenure basis, may be allowed to avail the un-availed period of retention of 8 months permissible as per SR-317-B-11 and SR-317-B-22 immediately after termination of their reemployment. However from 30.09.2009 the facility of retention of Govt. accommodation under SR-317-B-11 and SR-314-B-22 by the officers of Central Govt. on their superannuation are to be availed in one go starting from the date of their superannuation. This period of retention cannot be availed in placement or postponed to a later date on their reemployment if not availed immediately after the superannuation of the officer in case the date of retirement of officer is 30.09.2009 or thereafter.

This issues in partial modification of this office OM No.12035/28/96-Pol.II, dated 30.09.2009 with the approval of UDM.

CCS (LTC) Rules, 1988— Relaxation for travel by air to visit Jammu & Kashmir


The Department of Personnel and Training has issued orders today regarding that the relaxation for travel by air to visit Jammu and Kashmir under Leave Travel Concession, is extended for a further period of two years with effect from 18.6.2012 to 17.6.2014 as per CCS (LTC) Rules,1988. Note that this Department has already issued orders pertaining to extend to travel by air to visit NER for further two years upto April 2014.

The undersigned is directed to refer to this Departments O.M. of even No. dated 18th June, 2010 on the subject mentioned above and to say that the relaxation for LTC travel to visit J & K under CCS (LTC) Rules, 1988 is extended for a further period of two years w.e.f. 18th June, 2012 subject to the following conditions:

(a) Travel by Air to continue to be ¡n Economy Class only, irrespective of the entitlement of the officer.

(b) The condition that air tickets can be purchased either directly from the Airlines (booking counters/website) or through authorized agents only viz., M/s Balmer Lawrie and Co. Ltd., or M/s Ashok Travels and Tours Ltd. / IRCTC (to the extent IRCTC is authorized as per D0PT’s O.M. No.31011/6/2002-Estt.(A) dated 02.12.2009), would necessarily apply.

(C) All other conditions prescribed in this Department’s OM. dated 18.6.2010, read with O.M. dated 05.8.2010 and 25.8.2011 would continue to apply.

Expected DA from July 2012 may be 7% again


Expected DA from July 2012 may be 7% again

Central D.A. from July'12 may be 7% again.

Subject to AICIN data for the next two months remaining in the current level, the following assumption is being made.

The AICPIN data for April 12 has been recently published. It rises to 4 points and reached 205. We know that D.A. is calculated on the basis for 12 months average. To calculate the D.A. payable from 1st July 2012, we need the figures of May and June 2012 which are to be released on 30.06.12 and 31.07.12 respectively. If the data remains for the next two months in the same level, i.e. 205, the hike will be 7%. Even if it marginally drops 1 point in any of the months, the rise will be still 7% which will take the total D.A. to 72%.


Considering the latest hike in petrol price, it is unlikely that the index may drop in the next months. So we can guess the next D.A. hike @7%, revising our previous guess work.
