Restructuring of Stenographers Cadre

Sir,

I am to invite your kind attention to the restructuring of the Amalgamated Clerical Cadre of the Administration which was carried out during November, 2010. As a result of this restructuring, stagnation among the clerical cadre staff has been brought down to some extent, thereby giving great relief to the clerical cadre staff. While conveying our appreciation to the initiative taken by you to restructure the AC cadre, we would submit that there is an urgent need to undertake restructuring of the Amalgamated Stenographic Cadre of the Administration. A number of employees of the Stenographic Cadre are working in the same post for the last several years without getting any promotion.

Recently, 37 Personal Assistants have been granted 2nd financial upgradation under the MACP in the Grade Pay of Rs. 4600/- while 6 Private Secretaries have been given 3rd financial upgradation under MACP in the Grade Pay of Rs. 4800/-. As such, there may not be any financial burden on the part of the Administration if more posts of Private Secretaries and Senior Private Secretaries are made available by restructuring the Amalgamated Stenographic Cadre for promotion to the existing Personal Assistants and Private Secretaries.

I would, therefore, request you kindly to take necessary steps to restructure the Amalagamated Stenographic Cadre of the Administration so that the stagnation among the staff can be brought down to a considerable extent.

Abnormal increase in the room tariff of Guest Houses

I draw your kind attention to the order No. 864 dated the 6th July, 2011 issued by the Directorate of Tourism, Andaman and Nicobar Administration revising the room tariff in respect of Guest Houses of Andaman and Nicobar Administration at Kolkatta, Chennai and New Delhi. The room rent for AC room has been increased from Rs. 100 to Rs. 500, for government employees on duty which is a 500% increase over the existing rate. This abnormal increase in the room tariff is unjustified as it will put the government officials in trouble. Almost all the rooms in the above Guest Houses are AC rooms.

Most of the government employees who proceed on duty to mainland do not avail the Tour TA advance and the entire amount is spent from their pocket and it is only after several months that the Tour TA bill is passed and payment made to them. An official who is required to stay for a week at any of the Guest Houses on the mainland on duty will have to spend Rs. 3500 from his pocket for the room rent besides other expenses.

Similarly, all these years, government servants on leave were given concessional tariff in the Guest Houses of the Administration on the mainland, but this concession has been taken away through the order dated 6th July, 2011, as a result of which government officials who are on leave and staying in the Guest Houses are compelled to pay Rs. 1000 per day. In this way, government officials have been made at par with the general public who are also required to pay Rs. 1000 per day. This decision is also unjustified and arbitrary and needs to be reviewed.

I would, therefore, request your goodself kindly to look into the above matter and reduce the room tariff in respect of Guest Houses of A & N Administration at Kolkatta, Chennai and Delhi for government employees on duty and government employees on leave as the abnormal increase in the room rent by 500% is causing difficulties to the government employees.

Re-structuring Process completed

With the re-deployment/transfer of Lower Grade Clerks vide Administration’s order No. 2449 dated 30th June, 2011, the entire process of re-structuring of Amalgamated Clerical Cadre has been completed. Altogether 344 posts of Lower Grade Clerks were upgraded to different posts viz. Head Clerk, Office Superintendent, Assistant Secretary and Deputy Secretary. Because of this, the stagnation among the clerical cadre has been reduced to a great extent.

It was a great achievement of the Non-Gazetted Govt. Officers’ Association which had conducted a series of agitations on this demand and pursued the matter continuously.

Hike in Diesel, LPG & Kerosene Prices

PRESS STATEMENT


The Non-Gazetted Govt. Officers' Govt. Officers Associastion, Andaman and Nicobar Islands registers its strong protest over the decision of the Central Govt. to hike the prices of diesel, LPG and Kerosene Oil. This will be another blow on the people particularly those belonging to low income group who are reeling under the prise rise. The increase in diesel price is bound to have a cascading effect on the overall increase in prices of food items and all other spheres of life. The Association calls upon the Central Government to review its decision and withdraw the hike.

Latest LTC 80 Fare List

Flight Routing

a) D - Direct Flight to Destination without any stop.

b) V - Via Flight to Destination without any change of aircraft but with a stop.

c) C - Flight to destination with a change of aircraft at a transit point. Stop-over permitted at the transit point (Refer Table V on Link Fares)

2 a) EAP30 & SAP 7 Fare Levels are Advance Purchase Fares which are available for sale
upto 30 days, & 7 days in advance before schedule date of deaparture of the flight.
EAIP14, SAIP5 & TAIP3 Fares are Advance Purchase fares which may be available till D-0

b) Fares under RBD U on select flights available under different fare basis depending on the schedule time of departure.

3 Taxes, Fee & Charges
In addition to the above fares Passenger Service fee, Airport Development Fee (wherever applicable) and Service Tax would be applicable.

a) Passenger Service fee is Rs. 229 except (a) Ex Jammu,Srinagar Leh where it is 207 & (b) ex Bangalore, Hyderabad & Kochi it is 221/-

b) Airport tax (UDF) ex Delhi Rs. 200, Hyderabad Rs. 475, Bangalore Rs. 260, Jaipur Rs. 150,
Amritsar Rs. 150, Trichy Rs. 150, Vishakapatnam Rs. 150, Udaipur Rs. 150, Ahmedabad Rs. 121, Mangalore Rs. 150, Varanasi Rs. 150.

c) Service Tax would be additional.


4 Fare Rules:

All fares are refundable.

Fee for Refund/revalidation/re-issuance is levied as detailed under:

(i) First/Executive & Economy class( Y ) and LTC fares

(ia)On Refund - a processing fee of Rs.200 per coupon is levied.

(ib) No re-issuance and revalidation fee is applicable.

(ii) Tickets issued on fares ( under fare basis B to EAP30 ) & Link fares

(iia) On refund ,a processing fee -Rs.750 per coupon is levied.

(iib) For revalidation /re-issuance , fee of Rs.500 per coupon is levied.
