The
Government of India, Ministry of Human Resource Development with the
concurrence of Ministry of Finance has
accepted the proposal of the Andaman and Nicobar Administration to
extend the upgraded pay under
Part B of the CCS (Revised Pay)Rules, 2008
to five categories of teachers
viz. Headmaster (Secondary), Headmaster (Middle), Headmaster (Primary), Physical Education
Teacher and Primary School Resource
Teacher(PSRT) working under the
Education Department of A & N
Administration. The decision of the
Govt. of India was conveyed to Shri D. Ayyappan, former General Secretary of
the Non-Gazetted Govt. Officers’ Association over telephone by the officials of
the Ministry of Human Resource
Development and Ministry of Finance
today.
The Non-Gazetted Officers’ Association has been taking up this issue with the Govt.
of India immediately after the implementation of the recommendations of the 6th Central
Pay Commission in September, 2008. While the 6th Central Pay
Commission had recommended upgraded pay under Part B to PSTs, GTTs,
PGTs, etc., equivalent posts of
Headmasters, PETs, Librarians, Craft Instructors, etc. did not find
mention in the Pay Commission Report.
Consequently, these posts were also not specifically mentioned
in the CCS (Revised Pay) Rules, 2008
of the Govt. of India. It
was noticed that while the above categories of teachers and miscellaneous teachers in other Union Territories, central
government schools like Kendriya
Vidyalaya, Navodaya Vidyalaya, etc. were
given the upgraded pay under Part B, these categories of teachers under the
Education Department of A & N Administration were denied of the
said benefit which created resentment among the affected teachers.
The Non-Gazetted Govt. Officers’ Association immediately
taken up the matter with the A
& N Administration which in turn
sent a detailed proposal to the
Ministry of Human Resource Development,
Ministry of Home Affairs, etc. to extend the
upgraded pay under Part B to the
equivalent categories of teachers
and miscellaneous teachers of these islands.
This was followed up with a number of
representations to the Govt. of India.
Besides, the Association had
also conducted a series of agitations in the islands demanding extending the
Part B pay to the remaining categories of teachers.
Shri D. Ayyappan, former General Secretary of the Association and Shri TS Sreekumar, General Secretary had
met Shri Kapil Sibal, the then Minister of Human Resource Development during 2012 in New Delhi besides meeting
Secretary (School Education) in the Ministry of Human Resource
Development a number of times.
The Non-Gazetted Govt. Officers’ Association conveys
its gratitude to Dr.
R. Devdas, former Director of Education, Shri DN Singh and Shri Devender Singh, former Secretaries-cum-Director of Education
and Smt
Tanvi Garg, Secretary-cum Director of Education for
taking up the matter with the
Govt. of India. The Association
also appreciates the helps rendered by the present Chief Secretary to resolve this
demand of the Association. The
Association also appreciates the help by Shri P.K.Biju, MP, who was a member of
Standing Committee, MHRD and Shri Bishnu Pada Ray, MP, A & N Islands. The
Association will continue to pursue the demand for extending the Part B
pay for the remaining categories like Librarian, Craft Instructors, etc.
with the Govt. of India.
