The Non-Gazetted Govt. Officers’ Association has
expressed concern over the delay in awarding timely promotion of HGCs and Head
Clerks in the AC Cadre of Andaman and Nicobar Administration. In a letter,
addressed to the Secretary(Personnel), the Association has drawn attention
towards a good number of HGCs and Head Clerks waiting for their promotion since
a long period. It was also pointed out that in spite of clear cut vacancies in
the post of Head Clerk and Office Superintendent, the promotion to these employees
are delayed stating the reason of providing required training. It is a well
known fact that the responsibility for conducting the required training lies
with the Administration and it is a complete injustice that the promotions to
these deserving employees are delayed stating such a reason.
The Association has also suggested for imparting
training to Head Clerks on seniority basis and also providing a one-time
exemption of regular promotion to the Office Superintendents who are on ad-hoc
basis.
