The Non-Gazetted Govt.
Officers’ Association has demanded to
hand over the conduct of recruitment of all the Group C and Group B
(Non-Gazetted) posts in all the departments under the A & N Administration
to the newly created Recruitment Cell of the Administration in order to avoid
the allegations of corruption and malpractice in the recruitment process by
subordinate departments. In a letter
sent to the Chief Secretary, Andaman and Nicobar Administration, Shri D.
Ayyappan, General Secretary of the Association said that the Recruitment Cell
which was created by an order of the Administration on 20th June,
2014, among other things, is mandated to conduct recruitment for Group C and
Group B (Non-Gazetted) posts under the A & N Administration. He brought to the notice of the Chief
Secretary that several departments under the Administration are conducting
recruitment examinations without involving the newly established Recruitment
Cell of the Administration.
The Association told the Chief
Secretary that allegations of corruption, nepotism and underhand dealings have
been reported in the local media about the recruitment examinations conducted
by various departments which had created considerable embarrassment to the
Administration and resentment among the eligible candidates including those in
government service. Shri Ayyappan
informed the Chief Secretary that the Non-Gazetted Govt. Officers’ Association
is of the opinion that manipulations in the recruitment process can be
minimized to a great extent if the recruitment of all the Group C and Group B
(Non-Gazetted) posts is carried out by the Recruitment Cell of the Secretariat
through the Staff Selection Commission. The Association suggested that the
Administration should request the Staff Selection Commission to conduct the
recruitment examination, etc. within a reasonable time-frame in order to avoid
long delay as witnessed now.
The Association further suggested that
the departments concerned should be asked to hand over the list of eligible
candidates along with copy of Recruitment Rules, copy of advertisements,
etc. to the Recruitment Cell in the
Secretariat, Port Blair so that the Staff Selection Commission can be
approached for conducting the recruitment examinations for the posts
advertised.
