Sir,
The Government of India has upgraded, under part B, the scales of pay of teachers of various categories in the pre-revised scales of pay on the specific recommendations of the Sixth Central Pay Commission (para 3.8.21). While we appreciate the recommendation of the Commission as well as its acceptance by the Govt. of India, we would like to point out that certain categories of teaching staff have been left out of the upgradation under Part B of the Central Civil Services (Revised Pay) Rules, 2008. These are (1) Headmasters of Primary and Middle Schools, Physical Education Teachers, Librarians, Craft Instructors, Lab Assistants, Primary School Resource Teachers, Music/Art Teachers etc. The above categories of teachers were always considered for any kind of benefits that were extended to the teaching community by the government in the past and this is the first occasion they have been kept out of the purview of upgraded pay.
It has been further noticed that while fixing the pay of the above categories of teachers, including Headmasters, there has occurred some instances of lower pay for the above left-out categories of teachers as compared to the teachers who have been included in the Part-B. This has created heart-burning among the above categories of teachers.
The injustice meted out is more visible in the case of Headmasters (Primary) and Headmasters (Middle). Most of the Headmasters (Primary) and Headmasters (Middle) had already got the 1st and 2nd financial upgradation under the ACP Scheme in the post of PST and GTT respectively, before they became Headmasters and before the effective date of implementation of 6th CPC recommendations and were drawing the pay scales of teachers. On becoming Headmasters, they were not given any Pay Fixation benefits as they were already in the same scale of pay or more than that. It is illogical that after the implementation of the Sixth CPC recommendations, the Headmasters (Primary) and Headmasters (Middle) have been denied of the benefits under ACP Scheme which they were already enjoying prior to 1.1.2006 only on the reason that they are Headmasters. In this way, the teachers (Primary School Teachers and Graduate Trained Teachers) who are working under these Headmasters are getting higher Grade Pay compared to the Headmasters.
In regard to Physical Education Teachers, Librarians and Craft Instructors, it is brought to your kind notice that they have already been notified as ‘Miscellaneous Categories of Teachers’ in 1986 and 1997 by the 4th and 5th Central Pay Commissions respectively. In this way, they are eligible for Part ‘B’ Grade Pay at par with other teachers.
This Association is of the opinion that no category of teachers should be left out of the upgradation of pay (under Part B) as it will demoralize the affected categories which in turn will badly affect the teaching-learning process in the educational institutions. This matter needs a sympathetic consideration by the Government of India.
Under the circumstances, I would request you kindly to look into the above issue and take all possible steps to extend the upgraded scales of pay/grade pay (under Part B) to the above categories of left-out teachers in order to avoid disparity among the teaching staff and to restore confidence among the teaching community as a whole.
