NGOs' Association deeply condoles the demise of Comrade S.C.Biswas
An
emergency meeting of members of the Non-Gazetted Govt. Officers’ Association
was held at Crusade House, Port Blair today (27.10.2016) to condole the sudden and
untimely demise of Shri S.C.Biswas, Former President of the Association, who
died at Kolkatta today after a brief illness. The meeting recalled the struggles
undertaken by the Association under his leadership. Shri S.C.Biswas made many
sacrifices to mobilise government employees and workers of Middle and North
Andaman. He was victimised by the authorities on several occasions since he was
in the forefront of agitations. Once he was arrested on a false case,
fabricated against him at Diglipur. Shri P.Satyapal, President, Shri
T.S.Sreekumar, General Secretary, Shri S.N.Mishra, Vice President, Shri
B.CHandrachoodan, General Secretary, CITU, Shri D.Ayyappan, General Secretary,
Gazetted Officers’ Association, Smt Nasreen Begum, Organising Secretary and
others briefed their experiences with Shri S.C.Biswas and remembered his
valiant struggles and leadership quality. The meeting paid respectful homage
and observed one minutes silence in his memory.
The cremation of Shri S.C.Biswas was held today at his native place in
Kolkatta. He is survived by his wife, Smt Ripa Biswas and a son. Many leaders
of Trade Union movement accompanied the last journey of Shri S.C.Biswas
including Shri Goutam Deb, Former Minister of West Bengal. Condolence meetings
were also organised by the Billyground and Diglipur branch of the Association

A delegation of
Non-Gazetted Govt. Officers’ Association, Andaman and Nicobar Islands
consisting of Shri S.N.Mishra, Vice President; Shri T.S.Sreekumar, General
Secretary; Shri R.Rajendran & Shri R.Surendran Pillai, Asst. General
Secretaries; Shri Clement Stephen, Finance Secretary and Smt Nazreen Begum,
Organising Secretary held a courtesy meeting with Hon’ble Lt. Governor, Prof.
Jagdish Mukhi on 30.09.2016. At the outset the General Secretary of the
Association conveyed the greetings to the newly appointed Lt. Governor and
assured whole hearted support in all people friendly initiatives. The
Association also welcomed the ban on tobacco products and steps to curtail the
liquor consumption. The General Secretary also submitted a memorandum to the
Hon’ble Lt. Governor on various pending issues pertaining to govt. employees
which include (i) Setting up of greinvance redressal mechanism at local level
on the model of Joint Consultative Machinery (JCM) (ii) Filling up of vacant
posts (iii) Construction of sufficient number of quarters (iv) Award of
upgraded pay under Part B of 6th CPC to left out categories of
teachers (v) Regularisation of Ad-hoc services of teachers and (vi) Enhansing
Air/Boat services for southern group of islands. The delegation made briefings
also on various long pending demands of government employees. The Hon’ble Lt.
Governor has assured to look into the issues to resolve them.

Dear Comrades,
The
National Secretariat of the Confederation of Central Government Employees &
Workers met on 30.09.2016 at New Delhi, reviewed the progress made in
settlement of the charter of demands submitted by the JCM (NC) staff side to
the Central Government, with particular reference to the assurance given by the
Group of Ministers regarding constitution of a High Level Committee for
increasing the minimum wage and fitment formula. The National Secretariat
viewed with grave concern the totally negative and indifferent attitude of the
NDA Government towards the genuine demands of the Central Government employees
and expressed its strong protest against non-implementation of the assurance
given by the Cabinet Ministers to the NJCA till this date. As already resolved
by the 25th National Conference of the Confederation held at Chennai
from 16th to 18th August 2016, the National Secretariat
decided to organize independent campaign and agitational programmes culminating
in strike action. The National Secretariat, at the same time, resolved to
maintain unity under the banner of NJCA intact and also resolved that
confederation while conducting its own independent campaign and agitational
programmes, shall fully implement all the programmes of NJCA also at all
levels.
Accordingly,
the National Secretariat decided to organize the above mentioned phased
programme of action during the months of October, November and December 2016.
The National Secretariat further deiced that before finalizing the date of the
strike action, the Confederation leadership shall contact all likeminded
organisations and effort should be made to bring maximum unity of Central
Government employees for the proposed strike action.
MAKE THE PROGRAMMES GRAND SUCCESS
All
affiliated organisations and COCs are requested to start preperations
immediately for making the above mentioned three-phases of programmes a grand
success.
