The Non-Gazetted
Govt. Officers’ Association, Andaman and Nicobar Islands observed 27th November,2015
as Black Day to protest against the retrograde recommendations of the 7th
Central Pay Commission. As part of the programme, the Non-Gazetted Govt.
Officers’ Association, Andaman and Nicobar Islands organized an Evening
Dharna at Tiranga Park. Inaugurating the Evening Dharna Shri K.G.Das,
Former General Secretary of the Non-Gazetted Govt. Officers’ Association criticized
the government policies and condemned the anti employees recommendations made
by the 7th CPC in its report submitted to the central government on
19th November, 2015. Shri B. Chandrachoodan, General Secretary,
CITU, A & N Islands in his address stressed the need for a united struggle
to achieve the demands of the working class. Shri T.S. Sreekumar, General
Secretary pointed out in detail the anti-employees recommendations made by the
7th CPC in its report. Shri
S.N. Mishra, Vice President, Shri D. N. Banerjee, Organising Secretary, Shri
Anand Raj, Secretary, Secretariat Sub-Committee and Shri S.L. Vinjit, Joint
Secretary, SATB also spoke on various issues. The Evening Dharna was led by
Shri H. L. Prasad, President, NGOs’ Association. The Dharna was attended by a
large number of government employees including women.
A State Organisation, formed in 1954, comprising and encompassing and having jurisdiction over all Non-Gazetted Government Employees belonging to A & N Islands Admn. who enroll themselves as members irrespective of their category and place of posting. retirement and withholding promotion, MACP and annual increment on
non-fulfilling required bench mark grading which is proposed to be “Very Good”
as against the “Good” at present.
Ø Abolition
of 52 allowances like Cash Handling allowances, Hill Area Allowance, Family
Planning Allowance etc.
Ø House
Rent Allowance from 20% to 16% and 10% to 8%, ISDA from 25% to 20%, 20% to 16%
and 12.5% to 10%.
Ø Examination
for promotion/MACP
Demanding Improvement:
Ø Fitment
formula of 2.57 times to 3.7 times.
Ø Minimum

MASS DEMONSTRATION by NGOs Association
At
the call of the Confederation of Central Govt. Employees & Workers, New
Delhi, the Non-Gazetted Govt. Officers’ Association, Andaman and Nicobar
Islands organized territory-wide mass
demonstration in Andaman and Nicobar
Islands today (19.11.2015) from 4 p.m.
to 5.15 pm. to protest against
the negative attitude of Central Govt. towards long pending charter of demands and un-warranted
intervention of the Finance Ministry in the independent functioning of 7th
Central Pay Commission. At Port Blair, the mass demonstration
was held in front of the Secretariat,
in which a large number of employees from various departments participated.
Shri B. Chandrachoodan, General Secretary, CITU inaugurated mass demonstration.
Shri H.L. Prasad, President NGOs’ Association, Shri Stephen Fernandeze, Circle
Secretary, Postal Employees Union, Shri T.S. Sreekumar, General Secretary, Shri S.L. Vinjit and Shri Anand
Raj addressed the gathering. They
criticized the apathy of Central Government’s towards settlement of legitimate
demands. At Diglipur, the mass
demonstration was held in front of the Asst. Commissioner’s Office which was
lead by Shri S.Arumugam, Shri N.K. Paul, Shri K.P. Paul, Smti Manju Kumari and
Shri Madan Mohan Das. Hundreds of
Govt. Employees participated in the mass demonstration. At Rangat, the mass demonstration was held in front of the office
of the Assistant Commissioner, Rangat. A large number of employees participated
under the leadership of Shri Suresh Kumar, Shri L. Sholai Raj, Shri Akbar Ali
and Shri Chandran. At Kadamtala, the mass demonstration was organized under
the leadership of Shri Kunjalal
Howaladar.

Intensive Campaign and Protest programme by NGOs' Association
As part of the Nation-wide
intensive Campaign and Protest
by the Confederation of Central Govt. Employees & Workers, New
Delhi against the long pending charter
of demands and engineered delay by the
Government in the submission of 7th CPC report by granting four months extension up to 31st
December, 2015 and un warranted intervention
of the Finance Ministry in the independent
functioning of the Pay Commission,
the Non-Gazetted Govt. Officers’ Association, Andaman and Nicobar Islands has organized
office to office camaign from 5th
to 9th November, 2015 and corner meetings on 13.11.2015 at
Garacharma, Bathubasti, School Line and
Diary Farm and on 14.11.2015 at Haddo, Delanipur, Junglighat, Aberdeen Bazar. Shri
T.S.Sreekumar, G.P. Mondal, S.L. Vinjit, H.B. Choudhary and S.N. Mishra spoke at
the corner meetings and criticized the policies of Central Govt. and non-intervention in the market to control price rise, etc. The other demands
highlighted during the corner meetings include i) implementation of the Central
Pay Commission from 1.1.2014 (ii) grant of interim relief and merger of 100%
D.A with Pay (iii) No ban on recruitment/creation of posts (iv) against New Pension Scheme, etc.

Charter
of Demands
1.
Effect wage revision of Central
Government employees from 1.1.2014; ensure 5year wage revision in future; grant
interim relief and merger of 100% of DA. Settle all anomalies of the 6th CPC.
2.
No privatisation, PPP or FDI in Railways
and Defence Establishments and no corporatisation of postal services;
3.
No Ban on recruitment/creation of
post.
4.
Scrap PFRDA Act and re-introduce the
defined benefit statutory
pension
scheme.
5.
No outsourcing; contractorisation,
privatization of governmental functions; regularise the existing daily
rated/casual and contract workers
6.
Revive the JCM functioning at all
levels as an effective negotiating forum for settlement of the demands of the Central
Govt. Employees.
7.
Remove the arbitrary ceiling on
compassionate appointments.
8.
No labour reforms which are inimical
to the interest of the workers.
9.
Remove the Bonus ceiling;
10.
Ensure five promotions in the service
career.
